Governo brasileiro publica decreto com sanções da ONU à Líbia

Decreto publicado no Diário Oficial da União que circula nesta sexta-feira (15) obriga as autoridades brasileiras a cumprir resolução do Conselho de Segurança da Organização das Nações Unidas (ONU) que impôs sanções ao regime do ditador líbio Muammar Kadhafi.

O decreto é assinado pelo presidente da República em exercício, Michel Temer.

A resolução contém uma lista com nomes de 16 pessoas - sete filhos de Kadhafi e líderes do regime - que deverão ser impedidas de entrar nos países que fazem parte do Conselho de Segurança. Outra lista, com nomes de cinco filhos de Kadhafi e de um comandante das Forças Armadas, trata do congelamento de recursos financeiros e econômicos que estejam nos países.

Outra sanção que o Brasil deverá cumprir está o embargo de armas, ou seja, o bloqueio de vendas ou de transferências de armamentos ou materiais conexos para a Líbia, incluindo munições, veículos militares e fornecimento de assistência técnica e financeira e treinamento para atividades militares.

Da mesma forma, a resolução afirma que a Líbia não deverá mais exportar equipamentos militares.

As autoridades brasileiras também deverão inspecionar carregamentos vindos da Líbia se tiverem suspeita de que contêm armamentos.

A resolução decidiu por enviar a situação da Líbia ao Tribunal Penal Internacional.

Brics defendem reforma no sistema monetário internacional

Líderes dos Bric, grupo formado pelos emergentes Brasil, Rússia, Índia e China, divulgaram comunicado nesta quinta-feira (14) em que manifestam apoio a uma reforma e melhoria no sistema monetário internacional, de acordo com informações da agência estatal de notícias chinesa Xinhua.

Segundo a agência, a reforma possibilitaria o estabelecimento de um sistema monetário estável e confiável e com ampla base internacional de reserva.

Líderes dos cinco países que compõem o grupo estão reunidos em Sanya, na China. “A crise financeira internacional expôs as inadequações e deficiências do atual sistema monetário e financeiro”, diz trecho do comunicado citado pela Xinhua.

Segundo a agência, outro ponto da declaração é a defesa de que as estruturas de instituições financeiras internacionais devem refletir as mudanças na economia mundial e aumentar a representação de economias emergentes e países em desenvolvimento. Os países também pediram mais atenção para os riscos envolvendo os fluxos de capitais nos emergentes.

Os líderes destacaram como novo desafio para a recuperação econômica a volatilidade nos preços das commodities globais, principalmente grãos e energia. Segundo o comunicado, os países apoiaram o reforço da cooperação para garantir estabilidade e desenvolvimento do mercado físico, reduzindo distorções e promovendo maior regulação do mercado financeiro.

Turbulências em países árabes e na África
A declaração conjunta dos Brics também aborda os conflitos no Oriente Médio e na África. Os países pediram que o uso da força seja evitado para a resolução dos conflitos internacionais, segundo a Xinhua.

"Estamos profundamente preocupados com a turbulência no Oriente Médio, o Norte e o Oeste Africano e desejamos que os países afetados alcancem a paz, estabilidade, prosperidade e progresso", afirma o comunidado. "Nós compartilhamos o princípio de que o uso da força deve ser evitado", diz o texto conforme a agência.
